## Ukraine and Sudan TPS holders remain protected for now

**Oct. 19 is the printed end date for the Ukraine and Sudan Temporary Protected Status (TPS) designations.** DHS said Sunday that holders remain protected for now [and final decisions will come “at the appropriate time”](https://www.cbsnews.com/news/ukraine-sudan-immigrants-deportation-protections-tps/), a provisional assurance [also reported by The Washington Sun](https://www.washingtonsun.com/immigration/dhs-punts-ending-tps-ukraine-sudan?redirected=notus_org). By law, DHS must review each designation at least 60 days before expiration. If it does not determine in time that conditions no longer qualify, the designation automatically extends six months, unless DHS chooses 12 or 18 months. [Whether that automatic extension has taken effect for Ukraine and Sudan remains unclear](https://www.newsfromthestates.com/article/immigrants-ukraine-sudan-could-soon-lose-protected-status). [CBS News, The Washington Sun, News From The States]

An Oct. 18 morning briefing from Modern Law Group said [U.S. Citizenship and Immigration Services (USCIS) still listed October 19 and no Federal Register notice had appeared](https://lawofficeimmigration.com/news/) at that point, before DHS’s later Sunday assurance. The assurance prevents the printed date from operating as a clear Monday cutoff, but it is not yet a formal extension or termination. [Modern Law Group]

**The work-authorization confusion puts employers in a bind.** Work authorization is another unresolved issue: the latest USCIS notices say qualifying TPS-based Employment Authorization Documents (EADs) for [Ukraine](https://www.uscis.gov/i-9-central/form-i-9-related-news/update-on-temporary-protected-status-for-ukraine-release-sept-03-2026) and [Sudan](https://www.uscis.gov/i-9-central/form-i-9-related-news/update-on-temporary-protected-status-for-sudan-release-sept-03-2026) are extended only through October 19. Those notices direct employers to use October 19 for Form I-9 (Employment Eligibility Verification) and E-Verify. DHS’s newer assurance has not been matched by updated USCIS work-authorization instructions. [USCIS]

## Mexican man dies in immigration custody in Laredo, Texas

**Emiliano Andrade Covarrubias, 56, was found unresponsive in his cell at the Laredo Processing Center on Saturday and became the seventh person to die while detained by U.S. Immigration and Customs Enforcement (ICE) in Texas this year.** The cause of death and whether he had sought medical care remain unknown; an autopsy was being performed. The Texas Tribune [reported the death](https://www.texastribune.org/2026/10/18/migrant-found-dead-ice-laredo/) and cited [ICE’s release](https://www.ice.gov/news/releases/criminal-illegal-alien-mexico-passes-away-ice-custody). ## Judge leaves New York City, New York, sanctuary laws in place

**A federal judge dismissed the Justice Department’s challenge to New York City, New York, rules limiting local cooperation with federal immigration enforcement, finding that federal law does not require local assistance.** [The ruling leaves the provisions in place](https://www.reuters.com/legal/government/us-judge-tosses-trump-administration-lawsuit-over-new-york-city-sanctuary-laws-2026-10-15/), but it does not prevent ICE from conducting federal enforcement. ## DHS cuts refugee-status response window to 10 days

**A Department of Homeland Security (DHS) interim final rule, published in the Federal Register and effective October 14, cuts the response window from 30 days to 10 for refugees who receive a Notice of Intent to Terminate (NOIT).** The rule applies when DHS determines that a person did not meet the legal definition of a refugee at admission; it does not automatically terminate every refugee’s status. [The Federal Register rule](<https://www.federalregister.gov/documents/2026/10/14/2026-20956/removing-30-day-refugee-termination-notice>) sets out the change. [The Associated Press](<https://apnews.com/article/trump-refugees-immigration-deportation-fda84f5c5ebeb929cbc2c2dbeb92bf27>) and [Univision](<https://www.univision.com/noticias/inmigracion/dhs-reduce-de-30-a-10-dias-el-plazo-para-los-refugiados-que-enfrentan-la-perdida-de-su-estatus>) also reported it; refugee advocates warned that 10 days may leave too little time to find counsel, translate documents or obtain records. [Associated Press, Univision] [Somos Utah’s Spanish-language report](<https://somosutah.com/n/refugiados-10-dias-para-responder-aviso-terminacion-estatus/>) also covers the new deadline.
